Changing of the guard at PPEC: Rachel Kagan to head paper packaging’s environmental council

GeneralJanuary 26, 2021 (Brampton, ON) — The environmental council for Canada’s paper packaging industry is pleased to announce the appointment of Rachel Kagan as its new Executive Director, effective February 1st.
The Paper and Paperboard Packaging Environmental Council (PPEC) was formed in 1990 and works as an umbrella organisation for Canada’s many packaging mills and converters. It lobbies governments on environmental issues, networks with other industry players, co-ordinates action nationwide, develops practical solutions, and promotes the environmental performance of the industry. Over its 30-year history, it has achieved several world or North American firsts, including pioneering the addition of old boxboard cartons to Ontario’s Blue Box system back in the 1990s. Today, some 94% of Canadians can recycle this material.
Rachel Kagan was most recently a consultant but has an extensive background working with industry trade associations in sustainability and recycling policy development and government and stakeholder relations. She was vice-president (environmental sustainability policy) with Food & Consumer Products of Canada and before that national director (environmental affairs) for the Retail Council of Canada and a senior policy analyst with the Ontario Chamber of Commerce.
“We are really pleased to welcome Rachel as our new executive director,” said PPEC chair Chris Bartlett, president of TenCorr Packaging. “It’s a challenging job keeping on top of everything that’s going on environmentally, but I am sure she’s up to it.”
Rachel will take over from John Mullinder, who has been executive director of the council since its inception 30 years ago. “Once COVID-19 is out of the way, we hope to celebrate John’s achievements in a more public way,” said Bartlett. “We wish him the very best in his return to a writing career.’’
The Paper and Paperboard Packaging Environmental Council (PPEC) is a national trade association representing the Canadian paper packaging industry on environmental issues. Its membership includes paper mills producing containerboard, boxboard, and kraft paper packaging grades and the converters who turn this into corrugated boxes, paper bags and sacks, and boxboard or paperboard cartons. Associate members include material processors and recyclers, and suppliers of other goods and services to the industry.
